“It takes one to know one” is how we describe Russ Norcoss. Born and raised in Cape May County, retired police Sergeant, Dog Handler, and Master Trainer, Russ is an inspiring role model and impact maker in Cape May County.
His passion for training dogs began early on growing up in a family who raised Rottweilers. Having realized the power of the bond between animal and handler, he crafted his expertise and pushed the boundaries of traditional obedience training. Russ says his favorite part of the training process is opening up the lines of communication with the dog.
“It’s a moment you can actually see when it clicks and the dog shifts from confused and frustrated to recognizing they have a way to communicate with their owners. From that moment on you just get to witness a whole new level of engagement from the dog and owner. It’s really cool to be part of it all.”
Russ has volunteered countless hours to advance resources for dog handlers in Cape May. His dedication gained the attention of the National Police Bloodhound Association, and Cape May became the first fully accredited and recognized National Bloodhound Academy for training search and rescue and criminal-tracking dogs.
Russ’s 20 year law enforcement career created a deep understanding of the unpredictable nature of life and the sacrifices that come with serving others. Post-retirement Russ began to explore new ways to serve his community through dog training and in 2020 opened the Cape May location of Blue Line K-9 Dog Training.
“When you work a job where change is inevitable, you look for resources in your community that are constant and reliable. Our community needed a reliable dog training company that knows how to train for the job and the home. I wanted to be the one to bring that to our community, it’s my way of giving back.”
In everything he does Russ thinks about his community, this combined with his straightforward approach and laser-focused dedication to providing an exceptional training experience is what makes Russ and his team such a remarkable addition to the Blue Line K-9 family.

Dog training based on the scientific methods of Operant Conditioning and Classical Conditioning. Through operant conditioning, behavior that is rewarded is likely to be repeated, and behavior that is punished will rarely occur.
